Why, oh why, are there uncomfortably large groups of youths smok

North Wildwood - Why, oh why, are there uncomfortably large groups of youths smoking drugs on the boardwalk when I am trying to enjoy family time? What is being done about this? Is it going to take something terrible happening to end the madness? Not a good look- please fix this!
