Why does North Wildwood need seven council members, two in each

North Wildwood - Why does North Wildwood need seven council members, two in each district and one at large, president, etc.? If you take all of the Wildwoods into count, North Wildwood, Wildwood, the Crest and West Wildwood totaled, they have more council members/commissioners than most large cities do. Don't forget most of their "friends and family" also have gravy jobs, and people wonder why the local property taxes are through the roof.
