What is the point of North Wildwood's Public Works employees dri

North Wildwood - What is the point of North Wildwood's Public Works employees driving around in a truck every weekend, stopping and picking up one or two pieces of trash on the curb? Doesn't it make more sense to put trash cans out and have them empty them a few times a day? There used to be a lot more trash cans on corners.
