Saw on a NW Facebook page there was a garage sale at 5th and NJ

North Wildwood - Saw on a NW Facebook page there was a garage sale at 5th and NJ but the yard/landscape items listed looked like new merchandise including live plants. The owner of property said he got his permit for sale but if he is selling new merchandise, doesn't he also need a mercantile license and sales tax cert like those people who own legit brick/mortar stores? All for making a buck but not at the expense of legit business owners.
