Is North Wildwood Council considered part-time?

North Wildwood - Is North Wildwood Council considered part-time? If yes, why do they get free health care since everyone on Council including the Mayor have one or more full time positions. I am part-time for the city and I Was told I cannot receive health care and yes, I make less than council, and work more hours.
