North Wildwood - I saw a Chinese fire drill for the first time Oct. 20 and I don't understand it. How does that country make their firemen do shenanigans while people's lives are at risk?

The Urban Dictionary definition of Chinese fire drill is the act of, upon reaching a stop light/sign, all the members of a vehicle bail out and dash laps around the car until the light changes or the other people around you get really annoyed. According to Wikipedia, Chinese fire drill is a slang term that dates back to the 1900's for a situation that is chaotic or confusing, possibly due to poor or misunderstood instructions.
