How is it that North Wildwood closed CY2018 with over $6 million

North Wildwood - How is it that North Wildwood closed CY2018 with over $6 million of surplus and Wildwood Crest ended the year with well over $8 million of surplus, yet both municipalities required tax increases? I thought surplus belonged to the taxpayers and was to be used to offset tax increases. It is time to change leadership in these towns.
