Couldn't the Parkway have been kept at three lanes in each direc

North Wildwood - Couldn't the Parkway have been kept at three lanes in each direction as it was before, between miles 6 to 11? As it is now, it's very tight at the overpasses and ramps, yet there's a shoulder on each side in both directions so the room was available. They could have used the grassy median and separated south and northbound with a concrete divider for safety. The marginal cost would have been little and why not do it now instead of having congestion for the next 40 years or so and then doing it?
