In Wildwood, make the landlord/property owners responsible for tenants and inspect properties prior to move-in. If places do not pass inspection make them fix it. This will increase rents which will result in better tenants. Allow landlords to notify police for background checks prior to moving in tenants. It has worked in other towns. Time to clean up Wildwood and it's bad reputation. Maybe Pacific Ave. can make a comeback to its glory days.
