If you looked at the percentage of municipal workers' headcount compared to the winter population, the municipal government is the largest employer in these resort towns at between 7% and 10% of the towns' winter population. Jobs for locals means votes for local politicians, which is why Cape May County is the largest R.I.N.O. (Republican In Name Only) county in the state. A city job is like hitting the lottery.
