I spent some time at 3rd St. and the beach in North Wildwood last week. On three different days, I saw the same person with a dog. He/She seemed to know a lot of people so I'm guessing that he/she is there often. On all three days, I saw the same thing. The dog was always on a leash. The person never held the leash, they just let the dog wander around on it's own. Why bother with the leash if you're not going to hold it?
