NJ's Firearms Carry Permit law is still not good, even with Governor Christie's latest assurances it will be more attainable. The simple phrase "justifiable need" adds a subjective prejudice that allows the reviewer of the application to simply deny the request. Most states that have carry laws require you to have a background check and complete a carry class. If you pass both, you can acquire a permit. Since NJ does not have a class, your permit application does not have an objective chance. You get denied in Jersey and other states want to know why, thinking the system is similar. Unfair!
