My landlord won't allow us to have access to the hose outside. Is she allowed to do that? I just want to rinse my feet after the beach so I don't clog her drains with sand. She wants $50 extra per month to turn it on. Why would I pay for the other tenants to use it? Also, she doesn't take care of the lawn and weeds (knee high weeds and grass halfway up my shin). I called code enforcement about it and nothing came of it.
