Instead of just giving money to people in the form of welfare and unemployment, why not keep track of who gets what and make them repay it in the form of working for the county or local governments? Collect in winter, work it off in summer. Clean beaches, boardwalks, streets, etc. I'm sure there's something for these people to do. Let's get something in return for the money we shell out.
