I'm all for giving second chances to heroin addicts, but have some concerns about police/EMTs using narcan. Frequently, the victim will awake in a very combative state, putting rescue personnel in danger. Training can help with that, but what happens when the victim gets injured or dies anyway? Will the family now sue the officer or EMT for administering the drug, saying they caused the death?
