Electric rates are in large part due to inefficiency. I've spent my entire career in the electrical industry. I have seen many instances of utility work being done that had too much equipment and manpower on the site. Much of this work could be bid out to contractors at a fixed cost. Utilities claim safety as a defense, but good contractors take safety just a serious! Make the utility compete to install a pole or upgrade a transformer! It's basic work in many instances!
