You refer to federal elections but fail to recognize the consequences allowing non-citizens to vote in local questions. How is it OK for non-citizens to vote in local elections but 2 nd homeowners (who are US citizens) don't always have the same opportunity? Point is, granting rights at local level eventually will have a state and federal impact.
