North Cape May - While sitting by the bay in North Cape May Nov. 1, I spotted a woman get out of her car and steal a large bunch of the free doggie waste bags. This is the third time I've seen a person from that car stealing a large amount of the bags that our tax dollars pay for. Next time, I will call the police.
