What's with our justice system, when a person sleeping off somet

North Cape May - What's with our justice system, when a person sleeping off something he took, and with drugs in his truck, which was up on a sidewalk, is booked, and then released to a family member, as reported in a daily paper? There are various things so wrong with this, and yet this is all legal procedure?
