What is it that gives some people the idea that they don't have

North Cape May - What is it that gives some people the idea that they don't have to display their front license plate on an NJ registered vehicle? I have seen at least a half-dozen in the past week. In all cases, they have deeply tinted windows and in a couple of cases have blue headlight covers, red fog lights and red halo lights on the front of their vehicles. Time to comply with the motor vehicle laws.
