What does "Express: 15 items or less" mean?

North Cape May - What does "Express: 15 items or less" mean? At a grocery store, it doesn't mean anything. The cashiers never stop anyone. It is so frustrating to have five items and be behind someone with a full cart. In most other stores the cashiers ask people to leave the line if they are over the limit.
