Every year, thousands of automobile accidents happen because of distracted driving, many involving dogs. In the event of a collision, that dog is a flying object that could injure the driver, and certainly cost the pooch its life. What is the point of having laws if police aren’t going to enforce them? Time to start issuing fines.
