North Cape May - Replying to the spouter who said that there were leash and clean-up laws already: That is part of the problem; some people ignore them and think it does not apply to them. This, in turn, makes it bad for the ones who do obey the rules. My suggestion was free dog tags for locals and dog tags for visitors with a fee applied. Rules could be handed out and the fees could be used to pay for enforcement in part. There could be no excuses, as they now have the rules in print.
