North Cape May - Regarding the article entitled, “Who Sets Speed Limits?” - I was doing just fine one day on Townbank Road, going very slowly due to extreme icy conditions, when a large white pickup truck decided to pass me and he scraped the back side of my car in the process because he could not control his truck, or because he was mad that I was going slowly. Very few of us follow the rules, observe speed limits, or use common sense.
