North Cape May - A perplexed spouter couldn't understand how the Pope could be at the White House. He said that the Ten Commandments couldn't be posted in a public place because of separation of church and state. That so many actually think this is true explains the confusion over something most people don't think twice about. But who is to blame here for the woeful ignorance of basic eighth grade civics? The spouter, or the dismal failure of a school system that somehow taught this to him or her?
