Is it not illegal to park in a designated bike lane?

North Cape May - Is it not illegal to park in a designated bike lane? The cops for Lower or the DRBA need to do something about all the parking in that lane along Ferry Road. There is a car that is almost in the travel lane with a cone behind it that has been there since before the recent storm.
