I saw a Pit bull running loose in my neighborhood the other day

North Cape May - I saw a Pit bull running loose in my neighborhood the other day and took a picture of it. Neighbors told me not to waste my time, it's loose all the time and animal control can't do anything till it bites someone, or another dog or they actually see it running loose, and neighbors said that is not going to happen, they take forever to respond. I don't understand why Lower Township privatized this job. I thought township employees did a great job.
