North Cape May - Handicap placards and plates are issued to the handicapped person, not the car. I am tired of seeing able-bodied people using handicapped parking at establishments. It's mom or dad with the disability. Just because you are using their car, does not mean you can park in a spot that a truly disabled person might need.
