North Cape May - Are the Lower Township elected officials responsible for the late start of the Roseann Avenue storm sewer project in Bayshore West, because it wasn't started until after Labor Day? It is my understanding that the improvements won't be completed until spring 2020. Postponing the start date of this project until after tourist season has inconvenienced year-round residents who are living on a dirt road until the spring thaw. Thanks to those in charge for their foresight and good judgement in turning our part of the neighborhood into something that resembles a war zone.
