Education Commissioner David Hespe directed in 2012 that a district that fails to meet a 95 percent student participation rate on the state test may lose a portion of their funding. While this has yet to happen, with so many students opting out of the test last year, especially in high schools, does any district wish to take its chances, and face having to increase the school tax or make cuts?
