Why is it that the school districts in Cape May County do not te

Middle Township - Why is it that the school districts in Cape May County do not test people for all jobs and hire people who are not qualified and who pass drug tests? I read about how people are complaining about transportation departments at lower and middle schools. These well-paid officials need to put a program in place to hire the most qualified people.
