Why does the speed limit increase to 50mph from 40 mph approachi

Middle Township - Why does the speed limit increase to 50mph from 40 mph approaching the bike path crossing on Indian Trail Rd. if you were traveling from rt.9, shouldn't it be decreased? It seems like a safety concern that was not well thought out because there have been multiple accidents with bicyclists in that area.
