Why does Middle Township have ordinances to protect outdoor pets

Middle Township - Why does Middle Township have ordinances to protect outdoor pets if they are not going to enforce them? The officials and the mayor could not answer those questions at the last meeting. I for one am not a speaker, but appreciate those who did speak. We have another cold snap coming and the dogs are left out in the cold because animal control does not enforce the ordinances. Perhaps the mayor, along with their animal committee and control should get out of their warm offices and drive through Whitesboro and see the dogs outside and do something about it. Action, not words is needed.
