Why do taxpayers in this state have to pay for a Middle Township

Middle Township - Why do taxpayers in this state have to pay for a Middle Township policeman to sit in a running, air conditioned car on Route 9 all day to stop people from turning to go on the parkway? There are barricades there and signs saying 'do not enter.' Seems like a waste of money when you look at what it costs in his pay, benefits and gas.
