Why is a blue, unmarked police car with blacked out windows spee

Middle Township - Why is a blue, unmarked police car with blacked out windows speeding all over this township? Speeding down Hand Ave., Shunpike and various other roads where people are already complaining, and we have this car breaking the very law they should be enforcing. These can't be emergency calls because we see it stop and wait at traffic lights, and once again take off like a race car. Chief, tell whoever is driving this car to slow down before they hurt somebody.
