Raises aren't needed if the public employees feel they aren't being compensated (salaries, medical, prescriptions, pension) appropriately. They are free to quit and try to make a living in the private sector for better wages. If salaries have to be increased anyone making over $ 50,000 can have their pay reduced to make up for it.
