Consideration should be given toward imprisoning those found in possession of illegal opiates for 30 days to dry out. The second offense could be 60 days, third offense 120 days and so on until they figure it out. If they don't, at least they would be kept alive. Drug dealers don't seem to have an issue with killing people, we need to revisit our compassion for them.
