I am confused about drug paraphernalia laws.

Middle Township - I am confused about drug paraphernalia laws. I see that people are arrested for possession of such items, yet these same items are openly sold in a Court House store. How can this be? Aren't they then guilty of possession of multiple drug paraphernalia? I wish Township Committee would rectify this situation.
