Can anyone clarify the rule on a red traffic arrow like the one

Middle Township - Can anyone clarify the rule on a red traffic arrow like the one on Stone Harbor Boulevard? I say you can't make a right turn until there's a green arrow. Otherwise, there would be a normal red light if you could make a right on red.
