That people is called no source pollution, by the DEP and yes it’s a real thing, let me explain, when irresponsible pet owners, lazy people, do this, when very high tide flood and rain wash the pet waste into the waters, increasing the bacteria counts and causing possible algae blooms, better known as vibrio pollution and making the water not suitable for swimming, surfing, and all other human contact activities, especially the shellfish, etc.
