Federal workers not reporting to work is by any management process insubordination, and Management has the right to terminate employment. As a former government worker I had to perform my duties at at least 70% standard and was evaluating every 6 months maintaining that standard or better, or possible disciplinary procedures, and yes the departmental Supervisor was responsible to write and submit an improvement plan to get that employee and other if that 70% standard is not met. Whistle blowers are coming forward from those branches and telling truths about employees not doing work or at all.
