While sitting at a grocery store in Marmora, I observed an Upper

Marmora - While sitting at a grocery store in Marmora, I observed an Upper Township Public Works truck drive into the lot, park the vehicle and go into a hair salon. This was at approximately 10:30 a.m. How is that allowed? Are they being paid on township time? How long are breaks? Maybe if GPS were in the vehicle, the supervisor would know the employee is not working. This practice appears to be theft of services.
