When is someone going to do something about these pesky leaves?

Marmora - When is someone going to do something about these pesky leaves? Every year I clean them up and things seem to be ok by the Spring and Summer. But every Autumn, they magically appear again! Who can I call at the township to complain to? Once they address this, I have some concerns about birds I keep seeing in the area as well.
