Could the County please fix the telephone service at Crest Haven

Marmora - Could the County please fix the telephone service at Crest Haven? During the last month, I have called to check on my loved one who is a resident. Some days it's fine, but other days all you get is a busy signal. How is someone supposed to check on their loved one if you get a busy signal? I've been told they are working on the problem. Is this a safety hazard?
