Why is it that certain places along the Bay have the street clea

Lower Township - Why is it that certain places along the Bay have the street cleaner and the rest of Lower Twp. doesn't? I am sure some of our tax money is used to supply this service. I have lived in the same house for 31 years and only once has the street cleaner been on my street in Bayside Village. Can someone tell me why?
