Why do we have to spend millions of dollars to make our sidewalk

Lower Township - Why do we have to spend millions of dollars to make our sidewalks wheelchair accessible, and yet the people this money is spent for refuse to use them? Go to Cape May on any given day and the streets will be blocked by the motorized-wheelchair brigade. Do one of these people have to be run over before the police will do anything?
