People on my street, second homeowners from Florida, just arrive

Lower Township - People on my street, second homeowners from Florida, just arrived on 4/16, bringing who knows what with them, and apparently planning to stay. I am absolutely livid. To what official can I report this? They need to turn around and go home until every state between here and FL says its OK to start moving around.
