I would love to understand why Lower Township thinks if they pat

Lower Township - I would love to understand why Lower Township thinks if they patch Fulling Mill Road potholes, they will seal. The township really needs to buckle down and repave the whole street. I really don't get why they haven't done it with all the crashes and death that happened in the past few years.
