I just want to know who in their right mind allowed these compan

Lower Township - I just want to know who in their right mind allowed these companies to put out these electronic bikes with the state not requiring a helmet and a registration and insurance. One of them riding in a wheelie down Bayshore road in and out of traffic. Where are the police when this is happening?? Yet if they crash and I run over them I am the responsible one?? Why is this aloud? What is the matter with these grown adult people being reckless on these things. Please someone pass a law just like if it were a moped. I mean they actually go faster than a moped
