How is it that some in Lower Township can get away with building

Lower Township - How is it that some in Lower Township can get away with building on undersized lots? It's ridiculous. These people are making Villas especially worse and creating more parking issues for everyone, not to mention overcrowding. Why do we have rules and regulations that certain people do not have to follow? I thought the rules and regulations were meant to be followed by all.
